A common phrase muttered in society when children enter the care system or, in worse case scenarios that often make the news, tragically die, due to neglect and/or abuse is "How did it get this far without intervention?"  

Sadly, it is all too common that children are not deemed to be at risk of immediate harm and are left in the care of their families as the Local Authority is unable to accommodate anything bar the most serious, immediate cases.

This reported study from last year shows that 60% of Local Authorities had an increase in the number of looked after children - perhaps unsurprisingly,  the study has found that "reducing local levels of poverty and providing good-quality children's services are central to lowering the number of children being taken into care."
